Editing application settings on a site

It seems only Content Manager Administrator can edit the settings for an applications on a Site? With this Role you also get access to all Sites and can do anything you want in Content Studio?

We have different Sites with different user groups that have Full Access to their own Site. We don’t want to give them more rights than this.

Some of these application settings are what url’s to show in the footer and I’ve even seen some with html-areas that are injected into the footer. This is typically an editors job to update and manage.

What would be the correct way to handle this?
