this command does not download the file, but rather a redirect to HTTPS.
The correct command should be
curl -O https://repo.enonic.com/public/com/enonic/cli/enonic/1.0.12/enonic_1.0.12_Linux_64-bit.tar.gz
Thanks for the notice. Both repo links on that page have been set to HTTPS now.
