Is there a way to create a hover menu to group tools into topics?

The client wants shortcuts for some external web pages in the admin application (e.g. Google Ads). In the beginning he just wanted one so we created a tool that just open a web page, but now he wants more and would be nice to have such thing as a hover menu to group this tools that point to web pages.
We plan to add a dashboard to XP, then you can have a link list or similar to solve this. Dashboard is a priority and we hope to release the first version early next year.
