User Role for Application management

Enonic version: 6.14.1
OS: WIN

I have a had deployment of apps from bitbucket pipelines for some while now. But I can’t seem to get application install to work if the user is not an administrator on the server.

Is there a role/usergroup/permission to setup a user to only access application management ?

At the moment, no. User must be system admin to do this
